		<description>I think I&#039;ve become immune to the disease that is &#039;bureaucratic incompetence&#039; which seems to go with global CC conferences such as that in Bali. And it has probably happened without me really realising it.

We need governments to commit to e-policy &amp; funding but, it seems to me that there&#039;s so much happening on the ground already from citizen/business/NGO/IGO involvement &amp; action that, in a way, governments may find themselves playing catch-up with their voters. 

Bali, nice day beside the seaside but, I&#039;d rather be in London where it&#039;s really happening.</description>
